ISPF has a HELP facility. Hit PF1 and work your way through it.
Exercise the menu options and see what they do. If you get an error message, immediately hit PF1 for more detailed help.
BTW, 3.1, 3.14, etc are a shorthand method of referring to menu options. 3.4, for example, is selecting Option 3 - Utilities from the main menu, then selecting Option 4 - DSLIST from the Utilities menu.
