what is speed& recovery parameter in jcl

Hi friends,
i have a littlebit doubt with the parameters speed & recovery,
what happen to my job if i code the parameters in my job cord?
anybody plz explain clearly the following parameter?

Neither of your terms are listed as being JCL parameters:

They sound more like parameters for a VSAM cluster definition:
