I am sorry about the lack of clarity about my query. But this was asked in an interview & I have no idea what it means. I have an idea abt internal & external sort, but no idea abt highlevel & lowlevel sort.

They may have been talking about what is more often call the "major" and "minor" sort keys.
If, for example, you need to sort a "people" file by department and employee-number to list all of the people by department, department is the "high-level" or major sort key and employee-number is the "low-level" or minor sort key.
