Updating DFSMShsm DB when objects are migrated without TSM

I'm not that familiar with zOS and associated products so forgive me if I don't use quite the right terminology. Corrections welcome!

Scenario: CMOD on zOS, backed up to TS7k VTL, which in turn backs up long-term to TS4500. They're planning on hooking their TS7k to iCOS.

(Potential) client wants to move long-term physical tape archives to iCOS.

I want to explore doing this without going through their TS7k as their offline physical tape library is HUGE, has a number of different media types that they no longer support, and I'd like to use a lot more tape drives and go direct to cloud without having to involve their setup.

Is there a way to "tell" their DFSMShsm which objects have been moved from the physical tapes to cloud if I'm not using their TSM?
