Authorization for compiling and linking C program?

While looking for posts to find compiler and linker program for C programs under z/OS I found following post in this forum which mentions that compiling requires authorization! I am a bit surprised, and I don't see any reason for any authorization.

I asked few system programmers in our comapny if they knew of such compiler, but none of them were aware of any.

While I found the location of the compiler in our system, I realized that no one here uses it (including system programers) (since no one knew about it). I suppose the compiler came bundeled with the OS. When I pointed the location of the compiler to the system programer, the programer said that it looks right.

After reading above post I am not sure if I should be using it. Kindly clarify as to why such thing requires an authorization, after all it's only used for compiling and linking.

My use of C program is - Only curosity.

That did not answer my question.

As far as 'wasting company's time and resource' is concerned, I think I know what I am doing. I'll not need your advice on this. Please reply only if you can answer.

The authorization is likely to be for the CBC high level qualifier, not specifically for the compiler. Such authorizations will vary from site to site and hence you would have to check with your site support group about your site security. There's no reason to avoid the compiler (other than not knowing about it).
