You have two options ...

1) turn on ISPF statistics
write a script which uses LM services , get the lines count, and ...
or sort on lines count and delete by hand

2) read each member to find out if it is EMPTY,
in this case EMPTY might have a broader meaning, ( for example only blank lines )

write a script to process each member , find out if it is empty, and ...

for case 1 search the forum using LMMSTATS, will return a few hits with examples

Perhaps stop whatever is creating the empty members from doing that in the first place!

You can't always rely on stat's as depending on how you write the members the stats may not be updated. The 3.5 panel in TSO can reset the stats to show the true number of lines in a member and if it's truly empty it should show 0 and can be safely deleted. There's probably a way to do the 3.5 reset in batch or from a REXX.
