Hello,

I would like to code and just compile mainframe COBOL programs on my Windows PC, for practice. What is the best software that would allow me to do this?

Gnu COBOL. There is a configuration file for mainframe compatibility. It is not perfect (you can offer to fix the code in the compiler if you find anomalies) but does a pretty good job.

This presumes you don't want CICS or SQL. There may be options for those.

It's all for free, and there are discussion areas for support and whatever.
