There are various reason when jobs are in spool.

Some time it may be waiting for class is SDSF. In that case, you just need to give the job higher priority or change the class of job.

Do you need the reason for the jobs present in spool area??
whether you need to remove already ran jobs from your testing or dev region.if yes,why dont you purge them.
