Does anyone know of a logical or historical reason why some macros are placed in SYS1.MACLIB and some are placed in SYS1.MODGEN?

In the past, MODGEN contained those system-related macros and DSECTs that the general Assembler programmer would not need. That distinction has been blurred over time. There is probably some internal IBM rule that says where a macro should go but I am not aware of it.
