Can somebody provide me with sample-code, including FD definitions & JCL definitions, for XML processing in COBOL?
I looked in the reference & programming-guide, I feel I still miss something.
Mainly externals of definitions (JCL's: DD statements etc.)

In addition, the same in a CICS program...

Are you generating or parsing XML - -the commands are different? Since XML does not recognize the record layout of mainframe files, the usual process for parsing is to read in each record, append it to a data structure in WORKING-STORAGE, and when you have read the entire input then use XML PARSE on it. XML GENERATE would be the opposite -- generate the data in a WORKING-STORAGE structure, then move record sized chunks and write them to a file (or whatever, in the case of CICS).

And XML requires a fairly substantial amount of CPU time, so it is not a good fit for CICS unless the XML is fairly small.

Your last note, regarding the "cost" of XML processing in CICS transaction, was very important.
