Check this link from IBM about the zPDT product -

www-304.ibm.com/partnerworld/wps/servlet/ContentHandler/pw_com_zpdt

IBM is allowing select Mainframe OSs to run on x86 processors.. Something on the lines of Hercules/VMWare maybe..

I felt the prices are too steep to afford. Although there is a developer discount program, it is not very clear as to how much the discount will be.

Don't forget that this is only the z/OS Emulator from IBM, thas has to be run on LINUX.
The Hercules Emulator runs easily on e.g. Windows 7.
You also need to Purchase the ADCD-package, whis is the z/OS operating system and other products packaged together.

I have installed Hercules on my personal computer and loaded MVS 3.8 J. Without a newer OS, a COMPILER and ISPF, I don't think you can do much with that. Since IBM doesn't license the newer operating systems to run on the PCs, we can't do any development on the personal machine.

I remember using T9 servers while working for a former client. It got into some kind of legal tangle with IBM. I guess they are not in business anymore.

I don't know the details, but suggest you look into the ACDC product mentioned above.

It is a flavor of z/OS (as i understand) but it is not free. I've not yet priced it.
