Checking active jobs in spool for specificied user id

Hi

We have to run thousands of jobs manually by just changing sysin(i.estep name).

So now we have developed tool which submit the jobs by taking inputs(step name) from user.

However we are planning to modify this code where it will read inputs from dataset( i.e step name) and will submit the jobs.

But here we want to check below clause before submitting new jobs so that it doesn't impact others work.

** Should not be more then 10 active jobs for specified user id

Could you please suggest how to check active jobs for specified user id.
