In an attempt to answer - I do not want to sound biased on geographical locations; however, do you see such "NOTE" in the advertisements for the locations other than "cheap-IT-labor-nations"* as well?
* - “cheap” simply refers to wages in respective areas around the globe. It should not be considered as a question on the availability of skilled-man-power at those locations.

Many of my clients have/had a policy of not even interviewing people (full-time or contract) who had not worked in several months/years. One manager made the comment that if no one else would hire them, why should she?
As has been said many times in groups when this came up in conversation - "It is easier to find work when you're already working".
