1)How to decide which queue need to be used ?If the cics program getting called from the Batch program ,then which queue need to be used?

Are you talking about choosing between ECI or EXCI to access a CICS program from Batch?
Not quite sure what QUEUE you're referring to?
How does a QUEUE come into the equation and what do you think it is and/or what does it do?
More information is necessary and/or more research needs to be done on your part.
If the Flame Level were the same as DEFCON, you're flirting with a very low number....
