allocation of datasets and shell scripting

Hi!
We 're using OS/390 02.10.00 ISPF/PDF.
Allocation of datasets ? is it possible to do it through some shell scripts from windows?
Which shell scripting should we use?

Well, I don't know about anyone else, but I've never heard of shell scripts within a Windows environment. I know they exist in Unix/Linux. I know that some versions of Windows support the use of .bat files.

What would be the reason for allocating a dataset from a Windows environment? I would think that an easy solution would be to FTP jobs that would run on the OS/390 server and do the dataset allocations as needed.
