What i have seen done a few times it to create (in your case) 3 reports - one for each language. Each report contained all of the "Common Text". Variable values (quantity/amount/dates/etc) were inserted at run time.
One challange may be that the length of text may be longer or shorter between languages. . .
The language translation was not done dynamically.
I will suggest looking into the possibilities of page print formatting (APF). If all variable information is not to be translated, you only have to change page definitions and/or overlays to change report language.
