What do you mean with increment/decrement ?
If you mean positioning n rows before / after current row ? Then you need to read up on "with rowset positioning" : publib.boulder.ibm.com/infocenter/dzichelp/v2r2/index.jsp?topic=/com.ibm.db29.doc.apsg/db2z_fetchinteractionrowrowset.htm
