If the Mainframe is IPL'd, then the region must be started as COLD. If the MVS Logger Files have been deleted/defined during this IPL, then the region needs to be started as INITIAL. Other than these two start options, START=AUTO will be OK.
Mainframe IPL's (otherwise known as a COLD start) are infrequent at best.
As you using IBM's Startup-Assist program "DNCBSUA" for CICS/TS?
Note: If you're running an older version of CICS (non CICS/TS), then there won't be any MVS Logger Files (CICS/ESA 4.1.0 and less) nor will there be a Startup-Assist program.
