I have a question that why we will not use flat files in cics.why we use VSAM files in CICS?

You can use flat files in CICS, it's just not generally done. Flat files can be accessed via the DCT.

Look up extrapartition dataset in the CICS manuals. The restrictions on their use make them vastly less helpful than a VSAM file. |

CICS is an 'online' system.
normally account number, id number (whatever) driven transactions
i.e. a particular record is involved.
VSAM provides for keyed access. Whereas a sequential file would have to be read from front til found. |
