Can we use a 3590 cartridge on a 3592 tape drive?

Google is your friend. Googling 3590 3592 compatibility returns 3,410,000 hits the very first of which states

The 3592 line of tape drives and media is not compatible with the IBM 3590 series of drives, which it superseded.
