I'm sure this is not the answer you are looking for - but sure - this could be done if you have code that can manipulate a pdf. . .
If you have tools that let you build a pdf on the mainframe, why not simply re-create the whole pdf rather than trying to "pass" some data-file into an exsiting pdf.

Is there maybe a way the "replace-able text" could be put on some web site or file-share and then a constant link embedded in the pdf? I realize this doesn't answer the exact question, but might be a way to get a similar result.
None of my clients have yet created pdf files with their "own code". Yet. . . but i suspect it is coming.
