SCLM FLM04030 - ERROR OPENING PROJECT VSAM DATA SET

I'm getting this error when I'm trying to build a package in SCLM.

FLM04030 - ERROR OPENING PROJECT VSAM DATA SET
GROUP : **** DATABASE : ACCOUNT
INTENT: UPDATE, CODE : 10
MACRO: FLMCNTRL
DATA SET : VSAM File

How can I resolve this problem ?

Thanks for your reply.

I checked for this error and IBM says the below.

Check that the user has sufficient access to the data set.
Check that the data set is a valid VSAM data set.
Check that the data set has been initialized.
Check that the data set is not allocated exclusively to
another user.
Check that the device where the data set is allocated is
online.

I gave the user admin access to SCLM and the issue is resolved.
