Invoking ISPF when first logging in

Hi, this is my first post and I've searched for quite a while to make sure that this hasn't been answered by another thread. I've looked through this forum a lot and its helped me solve many problems, but I couldn't find an answer to this inquiry. So here is my question...

On several systems I support, when I log in the procedure automatically invokes 'ISPF', on others I have to type 'ISPF' at the ready prompt. My question is how can I change the logon procedure so that I do not have to type 'ISPF' at the ready prompt?

Is there a command line at the bottom of the password panel?

Usually there is a rexx program that does some initial setup and then starts ISPF.
