I want to write a query in JCL to get a dump of a table into a file with one condition as GIB47002_HIST_TS > '2009-02-01-01.01.01.000000'
How can I specify this condition in where clause? It should use with UR clause.

So where are you stuck exactly?
Make sure that both side of comparision operation have same datatype..
check for TIMESTAMP scalar function
