This error can occur if the user is defined but an alias is not defined for the high level qualifier (and the user does not have update access to the master catalog). Issue a LISTC command to check if the alias is defined and then take appropriate steps.

Most of the IT companies in India are IT-services companies and even if they are product base companies they (yes, I mean "all") are not originally from India, so you should not choose to work upon some "home-grown" way of doing things, especially when it comes to RACF policies and ISPF set-ups. These things are one of those high-sensitive things on zOS, at any shop, which must be handled by the personnel’s who are paid for these; as an Application Developer, writing macros or making some-short-cuts are fine, however. Having said that, best bet is - contact your site support. If they don't help you, contact your local Project Manager and tell him/her about malfunctioning of your RACF profile. I strongly recommend, not playing with these settings, sometimes they land you in nasty situations professionally.
