Splitting a VB file based on key and allocate op file

Hi

I have a requirement to split a file based on a key to different op files
based on key. The min key values are 2 and max in a file it could be 20.
Key values are 8,9 and A to Z which makes 28 keys in all.
Key position is in byte 1 ( 1 + 4) of the vb file . The total length of the file is 15308 bytes.
Can this be done using SORT and if so I need some guidance.
