It looks like there's a error during LINKEDIT time, where the system (a 3rd-Party product) will not allow you to replaced the load module without the required key value.
Do you know the product name associated with the message? If so, then what action is recommended when this message is raised?
That would be the first step to determine the error because all sites have different rules.

Which program issued the error message
Who is the vendor of the product that issued the error message
What did it say in the appropriate documentation for said product. |

Computer Associates uses a license management system to control access to its products. That specific message comes from the CA license management system and indicates that the CPU you are running on is not licensed for the given CA product.
Contact your site support group to find out which CPU you should be running on. They are also the only ones that can update the CA license management system with LMP key data from CA to authorize access on that CPU to the product. |
