I'm not aware of any ability to override parameters in JCL, outside of the capabilities of production job scheduling systems, or by simply editing the JCL source code.

Could you please elaborate or provide an example of what you mean? If you are talking about overriding parameters in a JCL procedure (PROC), then please be more specific.
