Given the number of members who cannot download or open attachments, would it not be better to disable or remove this feature if possible?

Attachments have their place - such as STICKY's.
I usually PDF articles that I have found on the web (some are old;some the original URL is gone; etc...) and with the permission from the originator I post them on help forums as well as the URLs, if they are still valid.

Attachments as posts for questions only allow a poster to be verbose instead of precise. Though I can download attachments from posts (posing questions) I don't, other can and do so. Though most often, I see the download count is > 0 yet no one has responded.

IMUO, to disable attachments altogether would be more negative that positive.

Many times attachment contains screenshots of sample records of input file or sample code which is not working correctly etc...

As I can not copy these input records and hate to create similar input records by my own, I personally don't respond to that topic.
Many might be feeling same...
