Does anyone knows about any version control tool (similar to changeman, Endevor etc.) that comes free of cost or with minimal fee?

Yes SCLM is included in the base z/OS and ISPF. I have downloaded couple of SCLM manuals and will see how to use SCLM.
Looks like SCLM may solve my problem. Thanks Kevin
