Sort for header record

Hi,

Below is a snippet of the data I need to sort .I want the header record- 10 as first record for their respective set -identified by the ID Number in the first 10 columns.Note set 1 and 3 have the same ID number , Hence cannot sort on ID no and the record type.The data in the header record varies .

What is the RECFM and LRECL of the input file?

What is the starting position, length and format of the ID number field?

What is the starting position, length and format of the record type field?
