What this statement "//HD06 DD DUMMY" stands for

Hi I have the this only step in the JCL

//BR14 EXEC PGM=IEFBR14
//HD06 DD DUMMY
//MVSTEST DD DUMMY
//*

What i know is "//HD03 DD DUMMY " used for using specific LPAR.
My question is why not use "/*JOBPARM P=PROCF1,SYSAFF=HD03" instead? What is the diffrence?
