New Mexico regulations dictate that the interest rates need to be shown as CAT which is effectively an IRR calculation. Does anyone know how to get a IRR funtion in Cobol? Or pointers to how to code it?

Google is your friend. Googling "irr calculation" returns 3,300,000 hits and the first discusses the details of the calculation. I suspect you're not going to find a COBOL function to do this and will have to code up something yourself.
