Required keylist 'ISRVUFIL' in applid 'ISP' was not found

Hi,
I am trying to run a REXX exec which tries to get a panel exec name VUFILE01 but i am getting the error

ISPP328

Panel 'VUFILE01' error
Required keylist 'ISRVUFIL' in applid 'ISP' was not found.

I have created the keylist by the below mentioned steps:
1. Entered “KEYLIST” in the ISPF main menu and press enter
2. Place “N” next to a keylist and press enter
3. Enter the Keylist name as “ISRVUFIL”
4. Configure the keys

Can anyone please help me why i am getting this error. Am i missing something.Do i have to define any thing or include any pds names in allocation for REXX

A few questions come to mind:

1. When you type 'keylist', what is the title of the panel? It should be something like: "Keylist Utility for xxx".

2. On your panel definition, what applid do you put on your )PANEL statement?
