There is nothing more site specific than IPL instructions! Broadly, you go to your HMC, bring up the CEC images, highlight the LPAR to be affected, bring up the correct menu and click on the LOAD icon. However, for that process to work your site systems programmers have to do lots of work from defining the catalog structure to creating operating system and JES packs to setting up the SYS1.PARMLIB members to get everything to load correctly.

Usually any IPL is performed by the operations team. Even for sysprogs, they must request that ops perform the process.

might it will explain the end to end logic flow of IPL.
