I am getting the error message saying INVREQ(RESP 16) while doing STARTBR for a VSAM file. I am initializing the key and doing the STARTBR, find the code below,
INITIALIZE FILE-KEY-SO(first 22bytes is key)
EXEC CICS STARTBR
FILE ("SOFILE")
RIDFLD (FILE-KEY-SO)
GTEQ
NOHANDLE
END-EXEC.
SOFILE file is containing the below value,

If you initialize the key to all LOW-VALUES, the INVREQ should go away.
Optionally and as a failsafe, before issuing the STARTBR, issue an ENDBR NOHANDLE just in case a previous browse had been issued and an ENDBR had not been issued.
Also, always use a KEYLENGTH, in case the file ever becomes REMOTE.
Your System folks will appreciate this.
