Mainframe Estimation Tool

Hi,

I am in search of a excel based (OR any) estimation tool which automatically estimates the minor/major enhancements for mainframe applications having below components:
COBOL/PL-I
CICS
JCL
DB2
Seq Files

In accordance with the attributes like:
Component Complexity
Developers Experience
Existing Component/ New Component development
No. Of Interfaces
etc..

Template should be made based on how you are catagorising complexity,new or existing component.. I think this often customised one based on past developments..

Probably what you need to do is based on past experiance of what developments happened at your shop you can allocate effort for one easy medium and complex component...
