REXX program that will submit a skeleton JCL

I'm creating a program that will submit a skeleton JCL.
The program extracts some job names from an input file.
The skeleton JCL should create job steps dynamically depending on the job names.

Can somebody please tell how to write a skeleton JCL and how to pass values to it?

If anyone has any sample code, please post it.

The ISPF manuals that you need are easily accessable from the sticky in the CLIST / REXX forum.
