Specifically:

That's a tough question. I would've guessed 'no' and been right because PROC can't have instream data and INCLUDEs are closer to PROCs than anything.

I will paste the reqired one from the above link:

INCLUDE groups cannot contain the following JCL statements:


JOB statements
PROC and PEND statements
JCLLIB statements
JES2 and JES3 statements and commands
DD * and DD DATA statements

I think this clearifies that a include cant contain instream data.
