I dont have any idea about assembler. I got some request to fix a defect which deals with assembler.
BIP 100, DBIP 0 ==> Don't display BIP and DBIP irrespective of end offices.
BIP 100, DBIP not equal to zero ==> Display both BIP and DBIP
BIP not equal to zero, DBIP zero ==> display both BIP and DBIP
BIP 0, DBIP not equal to zeroes ==> display both BIP and DBIP
This last situation is currently working and needs to be tested to be sure that it continues to work:
BIP not equal zeroes, DBIP not equal to zeros ==> display both BIP and DBIP.
I have attached the part of code which I think deals with BIP and DBIP.
Please help me in ubderstanding the whole logic dealing with BIP/DBIP check and display.

Also, code like this is the intellectual property of your employer and posting large amounts of it here potentially exposes business rules that may be confidential. I did two minutes of Google searches on things in the comments, and I can now make a good guess at who the code belongs to and what it is used for, which products it probably pertains to and other things. In most situations, posting this on a public bulletin board would be a reasonable cause for termination.
And lest anyone think I analyzed the code, no - I never looked at it and don't care to - I just Googled strings that were not English words in the comments.
