I want to Change a particaluar value in a file, is that possible using sortcard in syncsort. Do we have a change/ Replace command in syncsort.

eg) Change all semicolon(;) dollar($)

You could try ALTSEQ .

Or yo can use FINDREP if your shop is having SyncSort for z/OS 1.3.2.
