Well . . . . . . what's the origin of this question?
"Bug fixing" is a general term such as saying "I'm an Engineer", you can be a Software Engineer, Mechanical Engg., Civil Engg. or..so on..however, for the sake of discussion let's keep this to Software Engg. only . . .
Being an Application (Software) Engineer I can fix bug during the "testing" phase in my own code(there had been quite a discussion on "my code" recently ) and if I'm good enough with "Business and technical Knowledge" I can fix bugs in other programs as well. . .
On the other hand Production Support is a "designation" which necessarily does not mean "fixing bugs" only. . .
