Please let me know the command to findout the user id who referenced the datset last time.

There isn't one. You will need to analyse the SMF records (14 and 15) to see who has read / updated a file.

For a PDS, there may be further information available in type 42 (I think) records.

That is contained in the SMF records allocated to the HSM subsystem. The record types are site specific and coded into the HSM startup parameters.

Once more, analysis of SMF records is required. Not sure if the info would be in the HSM logs as this depends on both the type of logging that HSM performs, and if it does, for how long are the logs kept.
