Hi i want to create a tool to copy vsam file through rexx..
do i need to create a jcl and use submit command
is any other ways are there ?

You can invoke IDCAMS REPRO from within REXX.

Any idea how to use it in rexx..

There are many examples regarding invocation of utilities (like IDCAMS, SUPERC, SORT etc.) from within REXX. Simply search the forum/Google.
