Pretty much anything is possible if you have enough system knowledge and technical skill (tso/ispf/rexx/assembler/etc).
There are products on the market that do what you describe, so it must be possible 
As they are already available very, very few organizastions will fund developing this type of utility internally (it is not a small amount of work) and would rather use their technical resources on "real" work. If a case can be made for these utilities, they are leased/purchased.
