I define log stream CIT4.DFHJ01,which program may write JOURNAL LOG,
or i can issue command in CICS REGION ,in order to make STATUS from AVAILABLE to IN USE
LOGSTREAM STRUCTURE #CONN STATUS

CIT4.DFHJ01 *DASDONLY* 000000 AVAILABLE

EXEC CICS WRITE JOURNALNAME can be issued from any program in your region, if I understand your question correctly.
