What does UNIT=PRIMARY in JCL mean and why would it be used?

Looks like a site specific to me, probably an esoteric for a DASD group that your storage / sysprogs have set up.

I can only suggest that you talk to your peers or your sysprogs.

its a generic name given to DASD storage devices, its installation dependent. Varies from server to server.
