What is "CICS start/recovery process"?

Is it a job that is submitted? An operator command?

"CICS Restart/Recovery process" would be more apt to say.

In order to to keep the online process get goin , must provide for the handling of errors that wouls result from the power failure, system crash, or program abends, etc.

so ita crucila to to "Recover" the resource and to "Restart" the transaction or the entire system as quickly as possible.

Hello,

I'd suggest you talk with your Production Support, CICS System programmers, Database Admins and whoever else in your organization that should be involved to make sure of just what you are automating before you begin.

Depending on how your system is configured and supported may make a difference in the specifics of what you implement.

From here: manuals select ISPF, then look at "Dialog Developers Guide". Study chapters 1,2, and 6.

My suggestion:
1. write panel after reading Dialog Developers Gde, which prompts for your resource name.
2. write a program that displays the panel (see the ISPF Services Guide manual), then given the resource name, does something with it, like submitting a job.
