User id rules are flexible enough that each installation has its own standards. Some give every character its own meaning, some just like the RACF administrator create them. Telling you my site's rules will have almost no meaning for your site, and vice-versa.

Hi,
I work as storage administrator. I need your help regarding TSO user ID naming convention/Nomenclature. For example (training user,Development user,etc.). Kindly give your suggestion.

Thank you

What does your security administrator say the rules are? Unfortunately, this is a question we cannot help you with since the rules are defined site by site and there is absolutely no universal rule that can be stated. Some shops don't even distinguish between training and development users, for example. Discuss the rules at your site with your security administrator. You're not going to be finding out rules here.
