I need to generate a skeleton cobol program using a cobol program by passing a control card which has the details of filenames, file lengths, file formats. The generated cobol program should have all divisions of the program including a open, read, write of a file.

why not investigate the use of an ISPF application, ( edit macro for example )
panels for data entry, skels for customization

Here is a pointer to the current ISPF docs
